Nghe An voters recommend that in the design of new road routes (except for railways and expressways with separate regulations), it is necessary to widen the roadway and sidewalks more than at present to ensure safe space for pedestrians and meet the increasing traffic density.
After studying, the Ministry of Construction responded as follows: Currently, for road works when newly built or renovated or upgraded, they are designed according to TCVN 4054:205 and TCVN 13592:2022 standards.
The scale of the route is determined based on the traffic volume forecast for 10 to 20 years after the route is put into operation.
These regulations are built on the basis of international experience and have been basically verified to suit Vietnam's conditions.
Regarding the arrangement of space for pedestrians, TCVN Standard 13592:2022 specifically stipulates the arrangement of walking paths in areas in need.
Accordingly, the walking path can be arranged on sidewalks, sidewalks, and road banks; there may or may not be solutions to distinguish and protect motor traffic depending on the function and technical level of the route.
The standard also clearly states how to determine width, arrange lighting, and connect pedestrians across the road (at intersections) to ensure safety for pedestrians.
Thus, there is now enough basis to design routes suitable for traffic volume and arrange road sections/pedestrian lanes at sections in need.
The Ministry of Construction supports the policy of ensuring space for pedestrians when building and renovating roads.
Currently, the management, investment, exploitation and maintenance of the road system in provinces and cities are largely under the authority of the Provincial People's Committee.
Therefore, it is recommended that the National Assembly Delegation of Nghe An province forward voters' opinions to the Provincial People's Committee to direct specialized agencies to study and implement them appropriately.
