Previously, on July 9, the Ho Chi Minh City People's Committee issued document No. 6160/UBND-ĐT to Party Committee Secretaries and Chairmen of People's Committees of Binh Co, Vinh Tan, Binh Duong, Tan Hiep, Tan Khanh, An Long and Phuoc Hoa communes and wards on focusing on implementing compensation, support, resettlement and handover of land for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project.
Ho Chi Minh City identifies compensation, support, resettlement and site clearance for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project as a key and urgent political task of the locality in the third quarter of 2026. Heads of Party committees and local authorities must directly monitor, direct, inspect and urge implementation.
In particular, the Ho Chi Minh City People's Committee requests to focus all resources and synchronously implement solutions to complete the approval of the compensation plan before July 15 and hand over a clean site to serve project construction before September 2, 2026; not to let subjective reasons of the locality affect the project progress and commitments of the City to the Government and the Prime Minister.
Still facing 127 resettlement cases
However, according to the latest document dated August 20 of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board), by the second half of August, the settlement of resettlement to serve the project in some localities still had unfinished contents.
As of August 19, in Tan Khanh ward, there are 50 cases with resettlement consideration needs, of which 15 cases have been considered to be eligible. The number of cases registering to receive land plots and the number of cases self-financing or not registering to receive land plots have not yet been finalized.
In Vinh Tan ward, there are 65 cases with resettlement consideration needs, 53 cases have been considered to be eligible. Among them, 12 cases registered to receive land plots and 41 cases self-sufficient or unregistered have been identified. The issue that needs to be further finalized is the actual needs at Tan Hiep Residential - Resettlement Area.
As for Tan Hiep ward, there are 12 cases with resettlement consideration needs, 11 cases have been considered to be eligible, but the number of registrations for receiving land and self-sufficient accommodation has not yet been finalized. In addition, the locality must clarify the current status of Tan Hiep Residential - Resettlement Area.
In total, in the above three areas, there are 127 cases with resettlement consideration needs, of which 79 cases were considered eligible at the time the Traffic Management Board updated the data.
Besides resettlement problems, in Tan Khanh ward there is also a problem related to 16 factories located within the project area. Currently, many of these factories still exist on project land.
Previously, the local compensation and site clearance working group requested to review these cases. In the subsequent progress report, the list of 16 factories was also transferred to specialized agencies to review the compliance with construction regulations.
Faced with this situation, the Traffic Board requested the People's Committees of wards to urgently coordinate to soon agree on a plan to arrange resettlement land funds, remove bottlenecks that directly affect the progress of site handover for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project.
