The Pham Van Cuong Hero and Martyr Memorial Area was built at Km 17 - National Highway 279 (Na Hai village, Sam Mon commune, Dien Bien province).
The project has a total investment of 2.5 billion VND. The entire budget was contributed by officers and soldiers of Dien Bien Provincial Police with the support of a number of organizations, individuals and enterprises.


The memorial area has a total area of 1,141 m2, designed with three main areas: the parking lot and landscape in front; the central area with a memorial and walkway; the parking lot and landscape behind.
The memorial site for Hero of Martyr Pham Van Cuong started construction on April 19 and was completed nearly 1 month earlier than planned.


Speaking at the inauguration ceremony, Mr. Tran Quoc Cuong - Secretary of Dien Bien Provincial Party Committee emphasized that the memorial area is not only a symbol of gratitude of the Party, State, Party committees, authorities and people for the heroic martyr Pham Van Cuong but also a place to educate traditions for generations of police officers and the younger generation.

According to Colonel Vu Van Dau - Director of Dien Bien Provincial Police, the construction of a memorial area right at the place where the martyrs died is a profound reminder for today's and future generations.
The Colonel also requested that affiliated units identify this as a traditional education center, regularly organize political activities and sightseeing, especially for drug police and youth union members.

Heroic martyr Pham Van Cuong - an officer of the Drug Crime Investigation Police Department (Lai Chau Provincial Police, now Dien Bien Provincial Police) heroically sacrificed himself when he and his teammates solved the case and dismantled a transnational drug ring from the Golden Triangle area through Laos to Vietnam.
Heroic martyr Pham Van Cuong (born on August 3, 1976, hometown of Hai Phong city) died on October 6, 2001, at Km 17 - National Highway 279 (Na Hai village, Sam Mon commune, Dien Bien province).
