The Ho Chi Minh City Traffic Construction Investment Management Board (Traffic Board - investor) has just reported to the Vietnam Expressway Administration on the progress of the Ho Chi Minh City Ring Road 3 project.
Ho Chi Minh City Ring Road 3 is a key transport project passing through Ho Chi Minh City, Binh Duong, Dong Nai and Long An. In phase one, the route has a total length of more than 76 km, including 4 expressway lanes and parallel roads.
The project has a total investment of nearly 75,400 billion VND, divided into 8 component projects directly implemented by localities, including site clearance and construction.
The section of Ring Road 3 passing through Ho Chi Minh City alone is more than 47 km long, with a total investment of about VND 41,387 billion, of which compensation and site clearance costs account for VND 18,975 billion.
The project was started by Ho Chi Minh City in June 2023 and the construction output has currently reached nearly 30%.
The section through Dong Nai is 11.2 km long, including 3 construction packages, reaching about 22.5% progress.
The section through Binh Duong is more than 10.7 km long with 4 packages, currently reaching 24.5% of construction volume.
The 6.8 km long section through Long An has 3 construction packages, with the highest progress, about 62.1%.

According to plan, some sections of the Ho Chi Minh City Ring Road 3 project will be completed and put into operation soon.
On April 30, 2025, some items at the intersection with Ho Chi Minh City - Long Thanh - Dau Giay Expressway will be completed to connect with Nhon Trach Bridge.
By the end of this year, the 14km-long elevated section through Thu Duc City will be open to traffic, along with the 6.8km section through Long An, the Tan Van intersection section and the route from Binh Chuan intersection to National Highway 13 of Binh Duong.
The remaining sections will be technically open to traffic in April 2026 and the entire Ho Chi Minh City Ring Road 3 will be officially put into operation on June 30, 2026.

Although progress is being accelerated, the project is still at risk of being delayed due to a lack of sand supply for filling. The total sand reserves allocated to Ring Road 3 are about 11.3 million m³, but so far, Tien Giang, Vinh Long, and Ben Tre provinces have only licensed 6 out of 13 mines.
Even when all 13 mines are operational, the total maximum exploitation capacity will only reach about 9,200 m³/day, while the actual demand to ensure progress is up to 22,000 m³/day.

Faced with this situation, the Ho Chi Minh City Department of Transport has recommended that relevant provinces speed up licensing and increase operating capacity.
Vinh Long province is proposed to increase the capacity of 3 operating mines to provide at least 4,000 m³/day in February 2025 and add other exploitation sources.
Tien Giang province needs to speed up licensing procedures for the remaining four mines in February, and at the same time resolve problems related to waterways at the Vam Cai Thia, Hoa Khanh 1, Nam Con Da and Kim Son mines to ensure the supply of 8,000 m³/day as committed.
Ben Tre province is also required to complete mining licensing procedures in February to soon supplement supply for the project.
