Supporting livelihoods for people
Ia Lap is a border commune with many difficulties in socio-economic conditions; the lives of a part of the people mainly depend on small-scale agricultural production, depending heavily on the weather.
In recent years, droughts, lack of domestic and production water have occurred frequently, significantly affecting people's income and quality of life.
Faced with that reality, the People's Committee of Ia Lap commune has proactively reviewed and selected the right beneficiaries to implement livelihood support models suitable to local conditions.

Mr. Luong Van Nga, Secretary of the Party Cell of Dung Nhap village, said that the whole village currently has 228 households with 675 people; including 106 poor households and 43 near-poor households. In 2025, it is expected that 10 households will go from poor to near-poor and 17 near-poor households will escape poverty.
"The good news is that many households that have escaped poverty have been supported with breeding cows and clean water tanks to improve their lives," Mr. Nga shared.
According to Mr. Nga, despite harsh climate, arid land, and year-round sunshine, the Thai ethnic people in the village always suffer, know how to be cautious and effectively take advantage of the State's support policies to develop the economy.
Proud to show off the newly built level 4 house, Mr. Ha Anh Hoi (residing in Ia Lap commune) said that in 2024, his family was still a poor household, often lacking water for daily use in the dry season.
"After receiving water tank support, my family has clean water to use for a long time, and can feel secure in production and raising livestock. Thanks to that, by 2025, the family had escaped poverty and life gradually became more stable," Mr. Hoi happily said.

Also trying to rise up, Mr. Hoang Van Oc's family was supported with breeding cows in 2024. Thanks to learning from experience, improving livestock farming skills and borrowing more capital, he has developed a herd of nearly 10 cows. By the end of 2025, his family will become one of the local poor households.
According to Mr. Oc, for the Thai ethnic group, when given "rice fishing vessels" and having a suitable livelihood, people will need to work hard, combine livestock farming, grow rice, cassava or work for hire to increase income. In the past 3 years, many households have saved capital to repair and build more spacious houses.
In reality, in ethnic minority villages in Iaiap commune, it can be seen that people's lives have improved significantly compared to about 7 years ago, when there was still a shortage of infrastructure, traffic was difficult, and the rate of poor and near-poor households was high.

Promoting sustainable poverty reduction
From the capital of national target programs, Ia Lap commune has organized the donation of breeding cows, supported water tanks and implemented livelihood models for poor and near-poor households. This is considered a long-term solution, in line with the production and livestock farming practices of local people.
The People's Committee of the commune also coordinated with relevant units to organize training on animal husbandry techniques, disease prevention, and guidance for people to effectively care for cattle, limiting risks during the production process.

From waiting and relying on the support of the State, many households have proactively cared for and protected their supported assets, actively worked in production, gradually increased their income, and improved their lives.
Mr. Cao Thanh Hoai, Head of the Department of Culture and Social Affairs of Ia Lap commune affirmed: The donation of breeding cows and water tanks from national target programs not only has the meaning of material support, but also shows the concern of the Party, State and local government for the lives of people in border areas. This is a fundamental, long-term solution, contributing to creating sustainable livelihoods and effectively reducing poverty".

In the coming time, the People's Committee of Ia Lap commune will continue to promote the achieved results, strengthen monitoring and supervision of the use of support sources, and promptly remove difficulties for people.
Thereby, gradually improving the material and spiritual life of the people, contributing to the goal of sustainable poverty reduction and building new rural areas in the area.
After reviewing and counting, in 2025, the whole Iaiap commune will have 875 poor households with 3,378 people, accounting for 45.72%. Compared to 2024, the number of poor households has decreased by 8.36%, exceeding the set plan by 3.36%.
