At about 3:33 pm on August 23, 2026, Center 114, Quang Ninh Provincial Police received a report from people about a dike landslide in alley 70, Hau Can street, Bai Chay ward due to heavy rain, trapping one person.
Immediately after receiving the information, Center 114 dispatched the Fire and Rescue Team of Area 4, Fire and Rescue Police Department to the scene to organize rescue and relief; and at the same time notified the People's Committee of Bai Chay Ward, Ward Police and related functional units to coordinate in handling and ensuring safety.
The victim is Mr. Nguyen Van Hoang, born in 1970, permanently residing in Hai Phong. While going out to support people in the landslide area, Mr. Hoang was unfortunately crushed by bricks and stones, leading to a broken left leg and being trapped.
Officers and soldiers of Fire and Rescue Team Area 4 urgently approached and took the victim out of the dangerous area. After that, the rescue force used fire trucks to take Mr. Hoang and his family to Bai Chay Hospital for emergency treatment.
The timely presence of functional forces helped quickly take the victim to a medical facility, limiting the danger from the landslide in heavy rain conditions.
