Implementing the State's policy, Cao Bang province has announced the Project to reorganize commune-level administrative units, accordingly reducing the number of communes, wards and towns from 161 to 56.
In the existing Cao Bang city area alone, it is expected to form 3 new wards with the names Thuc Phan, Nung Tri Cao and Tan Giang.
When the 3 new ward names appeared, receiving many opinions from the people, besides supportive opinions, some people also thought that keeping the old names would be better. In particular, the name "Thuc Phan ward" is raising concerns in the hearts of the people.
Recently, the Propaganda and Mass Mobilization Committee of the Cao Bang City Party Committee has published relevant documents to clarify issues surrounding this issue.
Accordingly, Cao Bang has long been famous as a cradle of preserving unique historical and cultural values. Attached to this land is the image of Thuc Phan, an outstanding king who had great contributions in the early days of the country's founding.

According to the legend of "Crane Cheng Cheng" (Nine Lords of the King) of the Tay people, Shu Jiu has revealed his outstanding talent, unified 10 Muong into Nam Cuong country, then led the people to defeat the invading Qin army, laying the foundation for the mighty Au Lac state.
Many places and relics in Cao Bang such as Ban Phu citadel, Phieng Pha, Tong Cup, Khau Lua... still preserve traces associated with the legend and history of this period.
Archaeological discoveries, cultural and language studies show a close connection between Cao Bang and the historical figure Thuc Phan.
Not only stopping at legend, there is increasing evidence that Thuc Phan originated from the ancient Tay people, with unique cultural features that still exist today in community activities in the locality and in the center of Co Loa.
Naming Thuc Phan ward for the new central area of Cao Bang city not only has the meaning of gratitude and honoring the origin of the nation but also affirms the unique historical and cultural identity of this land.
This is also a strong message to domestic and international friends about the indomitable spirit and aspiration of Cao Bang in the period of integration and development.
According to the arrangement project, Thuc Phan ward is formed from the wards of Song Hien, De Tham, Hop Giang, Hung Dao commune and Hoang Tung commune (belonging to Hoa An district) merged. This will be the new administrative, political, economic and cultural center of Cao Bang province, where major agencies and organizations of the province are concentrated.
The modern urban space but imbued with identity, connecting tradition and future, between historical roots and new vitality, will be formed and strongly developed here.
The name Thuc Phan therefore not only reminds us of the glorious past but also opens a new chapter for the border land at the head of the Fatherland.

On April 27, speaking with reporters, Ms. Trieu Thi Thu Trang - Deputy Head of the Propaganda and Mass Mobilization Department of the Cao Bang Provincial Party Committee - shared: "The naming of Thuc Phan and Nung Tri Cao wards is partly to show the province's gratitude to national heroes, especially to King Thuc Phan - the founder of an entire dynasty, the people's leader against the invading Qin army".
In addition, according to Ms. Trang, by choosing these names, the ward hopes to create a sense of the character Thuc Phan in the hearts of the people.
Next, this is the direction of the province's locality, in the coming time, the central government will propose based on evidence to recognize the origin of Thuc Phan originating from Cao Bang.
