Innovation to better serve people
For the first time in modern administrative history, a new organizational model - two-level local government - has been deployed simultaneously nationwide. From dynamic urban areas such as Ho Chi Minh City, Hanoi, Da Nang to remote mountains and islands such as Ha Giang, Quang Binh, Ca Mau..., all are in the same boat preparing busily, resolutely but also full of excitement, believing that the important event will take place from July 1, 2025.
The 15th National Assembly's approval of the Resolution amending the Constitution and the Law on Organization of Local Government, establishing a 2-level organizational model (provincial and commune) has demonstrated a high political determination in reforming the apparatus, eliminating intermediary levels to build a streamlined, effective and efficient administration.
Not only is it a mechanical change of the apparatus, this reform aims at the basic goal: better serving the people. The Government and ministries and branches have simultaneously taken action, issued more than 100 guiding documents, and transferred more than 600 tasks from the district level to the commune. From now on, people do not need to go far, do not need to go through many levels, many rooms but can handle most administrative procedures right in the locality where they live.
At the Conference to announce 28 Decrees on decentralization and delegation of power; decentralization of authority between the Government and local authorities at both levels held on June 12, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized: "Two-level government is a system close to the people, effective, capable of accompanying development, serving people and businesses quickly, conveniently and practically".
National ready atmosphere
Since mid-June 2025, the atmosphere of preparation for the new apparatus's operation has spread throughout the localities.
In Ho Chi Minh City, the largest population center in the country, Chairman of the City People's Committee Nguyen Van Duoc directed wards and communes to "accelerate rapidly" and complete all preparations before June 30. At 168 commune-level public administrative centers, civil servants have become familiar with the new operating model. From the administrative procedure connection system, online conferences to virtual assistants to support searches for 1,800 public services, everything is ready.
In the northern mountainous region, Ha Giang chose Vi Xuyen commune as a model of a two-level government experiment. practical situations - from organizing commune People's Council meetings, handling land registration records, and establishing business households - have been operated as a general review period before the G hour.
In Nghe An, Provincial Party Secretary Nguyen Duc Trung said: The transition to a two-level government is not only about administrative reform, but also about changing the service mindset. From passive to proactive, from asking - giving - accompanying in the direction of being close to the people, close to the people and effectively serving the needs and requirements of the people. This is an important event, marking a new change in the organization of the grassroots government apparatus, marking a change in the leadership method of the Party, the direction and operation method of the new People's Council and People's Committee at the commune level".
In the Central Highlands provinces, such as Gia Lai, Kon Tum, Dak Lak, the merger and operation of the new apparatus is also associated with ensuring the stability of life in ethnic minority areas.
The spirit of " though the people are close to the people" spreads
Above all, the goal that the two levels of government are aiming for is the spirit of "close to the people, close to the people" as General Secretary To Lam has directed. Arranging the apparatus is not to facilitate management, but to make it most convenient for the people. Every administrative procedure, every management decision is now being red Designed, with people at the center.
The government requires the establishment of hotlines, virtual assistants, and remote support channels so that people can access information and reflect difficulties without having to go directly to the headquarters. At the same time, a new commune organization model with stronger functions will proactively resolve most procedures under its authority.
That is the image of a government that not only knows how to issue orders, but also listens - accompanies - serves.
At the working session with the Standing Committee of the Hanoi Party Committee on June 16, General Secretary To Lam noted that in the process of arranging the two-level local government organization in the capital, the top priority is to maintain internal solidarity, promote the pioneering and exemplary role of the cadre team.
General Secretary To Lam pointed out that in the process of implementing two-level local governance, it is necessary to follow regulations and procedures, putting the common interest above all. Recently, many officials have voluntarily retired from work, not demanding rights, demonstrating a high sense of responsibility for the common cause. These are typical examples of sacrifice and silent dedication, which the entire Party and people respect and recognize.
The journey of the future
July 1, 2025 will be a milestone in the history of Vietnam's administrative system - marking a fundamental transition to a two-level government, starting a journey of profound innovation in the way State management is done.
This is the time for us to enter a new chapter - where government is no longer a concept of distance, but a companion of the people, a driving force for creativity, a support for businesses and the community to develop.
