Gia Lam District proposes to issue a list of commune-level administrative procedures
On June 23, Vice Chairman of Hanoi People's Committee Vu Thu Ha - Head of Working Group No. 5 (Work Group for directing and guiding the arrangement of commune-level administrative units in Hanoi) and members of the group worked with Gia Lam district to grasp the implementation of the arrangement of commune-level administrative units in the locality.
Reporting to Working Group No. 5, Gia Lam District People's Committee said that the locality will merge 17 communes and towns in the area with part of the area of 2 wards in Long Bien district, forming 4 new administrative units: Phu Dong Commune (area 41.53km2, population of 117,833 people), Gia Lam Commune (23.8km2, 66.506 people), Thuan An Commune (29.81km2, 86,237 people) and Bat Trang Commune (20.24km2, 58.652 people).
Vice Chairman of Gia Lam District People's Committee Truong Van Hoc said that the implementation has encountered many difficulties due to the large number of directive documents and the large workload affecting progress; the commune headquarters system has not met new standards; there are no clear regulations on organizing the apparatus and assigning tasks in communes after the merger.
The district also proposed that the city soon have a policy on early retirement policies for cadres subject to arrangement, in order to soon complete the cadres work plan, decentralize and delegate authority to new communes to operate effectively from July 1.
The district recommends that the City People's Committee direct departments and branches to issue a list of commune-level administrative procedures, guide the process of handling procedures and internal processes to apply ISO; develop coordination regulations in receiving and processing records regardless of administrative boundaries.
Head of the District Finance Department Hoang Tien Dung said that the new Bat Trang commune is facing difficulties in arranging headquarters, working equipment and personnel, especially in the fields of health and education - currently 2/4 new communes have not arranged enough staff in these two fields.

The difficulties in arranging working headquarters in Phu Dong commune were also raised by Deputy Head of the Propaganda and Mass Mobilization Department of the District Party Committee Dao Duc Minh at the meeting, and at the same time proposed to have specific instructions on decentralization and delegation of authority to each professional department for effective implementation.
Head of the District Party Committee's Organization Committee Nguyen Tuan Khanh suggested that the city soon clearly guide the maintenance of the one-stop department, and at the same time propose solutions to handle transitional records between the district level and the new commune level in the context that the district is receiving dozens of records/day related to the agricultural and environmental fields.
After reviewing, the district said that there are a total of 1,580 projects that must be handed over when applying the two-level local government model.
Of which, 48 projects were assigned by the city to the district as investors, 3 projects under the National Target Program, 19 projects supported by the city at the district level and 1,405 projects using 100% of the district budget (of which 714 projects are not in the medium-term public investment portfolio).
However, there are still no specific instructions on the handover of these projects to the new communes.
There needs to be a plan to arrange enough staff at the departments during the testing process
At the meeting, Vice Chairman of the Hanoi People's Committee Vu Thu Ha requested Gia Lam district and new communes to carry out pilot activities, at the same time complete procedures, and immediately carry out a number of tasks: Review the headquarters of the old commune, make the most of the available facilities, arrange and arrange appropriately to serve the activities of the new commune from July 1.
In the testing points for the operation of the new commune headquarters, priority should be given to arranging administrative procedure reception points and people's reception points, ensuring that there is a on-duty department, arranging at least 2 on-duty staff, receiving opinions, recommendations, and administrative procedures from people and businesses;
Gia Lam district also needs to have a plan to arrange enough staff in the departments during the trial operation, especially to increase staff in the fields of health and education.
The tasks of the old commune level will continue to operate normally on June 30 and finalize the handover to the new department for receipt and settlement by the end of the day. From July 1, the new communes must launch, operate, operate and have full signs, instructions, and websites.
