The Politburo has just issued a decision to exempt all tuition fees for students from preschool to high school in public schools nationwide. This policy will take effect from the 2025-2026 school year (September 2025 onwards).
Previously, the Government also issued a Resolution requesting the Ministry of Education and Training and localities to exempt and reduce tuition fees for students affected by storm No. 3 in the 2024-2025 school year.
Among the localities that strongly implement this support policy, Yen Bai is one of the leading provinces in supporting tuition fees for students and trainees at public educational institutions in the area.
Notably, among the provinces and cities that have decided to exempt tuition fees for public students from preschool to high school in the 2024-2025 school year (including Quang Ninh, Hai Phong, Yen Bai, Quang Nam, Khanh Hoa, Da Nang, Ba Ria - Vung Tau, Binh Duong and Long An), Yen Bai is the locality with the most difficult economic conditions.

In 2024, the province's total budget revenue will reach VND 5,300 billion, while the damage caused by storm No. 3 will reach nearly VND 5,000 billion, causing the locality to suffer heavy losses in both human lives and facilities (54 deaths).
However, with the determination to support education, the province has issued a policy of exempting tuition fees for students and trainees at public educational institutions with a total budget of more than 48 billion VND per year from the local budget.
Regarding this issue, Mr. Luyen Huu Chung - Director of the Department of Education and Training of Yen Bai province - said: On September 30, 2024, the People's Council of Yen Bai province officially approved a Resolution to support tuition fees for students at public educational institutions in the area.
Accordingly, the province will support 100% of tuition fees according to the prescribed collection rate for subjects not exempted from tuition fees according to Decree No. 81 of the Government. For cases of 50% tuition reduction as prescribed in Clause 2, Article 16 of Decree 81, the province will support the remaining 50% of tuition. Those who are eligible for a 70% tuition fee reduction under Clause 1, Article 16 of Decree 81 will also receive the remaining 30% tuition support from the province. The total support budget is up to more than 48.39 billion VND.

Evaluating this Resolution, the Director of the Department of Education and Training of Yen Bai province affirmed that the issuance of tuition support policies for preschool and primary school students in the province is timely and humane, contributing to "assisting" students after natural disasters. This policy also shows the province's special interest in the cause of education and investment for future generations.
Mr. Chung added that before the Resolution was passed, the education sector had repeatedly consulted and proposed to the Provincial People's Committee and the Provincial People's Council to find a suitable mechanism.
The biggest challenge when implementing is that the provincial budget has to pay a large sum of money each year to maintain this policy, while Yen Bai is still a province with difficult economic conditions, requiring resources to invest in infrastructure, equipment, etc.
However, with the desire to create the best conditions for the next generation, provincial leaders at all levels have determined to implement tuition support policies for students and trainees at public educational institutions.
This policy has received the consensus and support of the people. Ms. Dinh Thi Hue (residing in Tran Ninh village, Tan Thinh commune, Yen Bai city) shared: "The recent storm has made my family, which was already in difficulty, even more struggling. Fortunately, the province has supported tuition fees for students this year, helping my family and many other parents reduce the economic burden, work with peace of mind and stabilize their lives".
