Circular 12/2025/TT-BXD of the Ministry of Construction regulates the weight and size limit of road; circulation of oversized vehicles, oversized vehicles, and chain-trailers on the road; oversized, overweight goods, and transportation of oversized and overweight goods; loading goods on road vehicles; granting circulation licenses to oversized vehicles, oversized vehicles, chain-trailers, and oversized goods on the road. The Circular takes effect from July 1, 2025.
Some notable points about loading goods on road vehicles are as follows:
Transport units must choose road vehicles suitable for the size and volume of goods transported. The goods to be transported must be consistent with the structure of the cargo compartment and the function of the means of transport.
Loading goods on road vehicles when participating in road traffic must comply with regulations on the total weight of the vehicle, vehicle axle load, vehicle cluster, height, width, and permitted loading length of the vehicle and must not exceed the weight of the goods transported allowed to participate in traffic stated in the certificate of technical safety and environmental protection inspection of the vehicle, except in cases of being granted a license to circulate overloaded vehicles, oversized vehicles, oversized vehicles, and oversized vehicles transporting goods on the road.
Goods loaded on vehicles must be neatly arranged, arranged evenly, tightly tied, loaded, and lininged to ensure no shifting to the directions, verticals, and vertical directions; ensure environmental sanitation regulations; do not let splashes fall when the vehicle is participating in traffic; do not obstruct the driver's vision; do not cause dis imbalance of the vehicle or cause difficulties for the driver when driving; do not cover the lights, registration plates, and safety warnings of the vehicle.
For goods such as machinery and means of transport, before loading the vehicle, all fuel must be taken out of the tank.
The loading of goods on the vehicle for goods packaged into bags, containers, bins, rolls, and blocks is carried out according to the manufacturer's instructions.
The classification of dangerous goods on vehicles shall comply with the regulations on transporting dangerous goods by road motor vehicles and the provisions of this Chapter.
The height of loading goods on road vehicles is regulated as follows:
For open-top trucks, the allowable loading height is the limited height within the vehicle's cargo range according to the design stated in the vehicle's certificate of technical safety and environmental protection inspection.
For uncovered open-top trucks, goods loaded on the vehicle exceeding the height of the vehicle's trunk according to the design stated in the vehicle's certificate of technical safety inspection and environmental protection must be tied, sealed, and inserted securely to ensure safety when participating in road traffic.
The height of goods loading must not exceed the height prescribed below, calculated from the highest point of the road surface on which the vehicle runs or higher:
Vehicles with a designed weight of goods of 5 tons or more stated in the vehicle's certificate of technical safety and environmental protection inspection: the loading height of goods shall not exceed 4.2 meters.
Vehicles with a designed weight of goods transported from 2.5 tons to less than 5 tons stated in the vehicle's certificate of technical safety and environmental protection inspection: the loading height of goods shall not exceed 3.5 meters.
Vehicles with a designed weight of goods transported under 2.5 tons listed in the vehicle's certificate of technical safety and environmental protection inspection: the loading height of goods shall not exceed 2.8 meters.
For motor vehicles carrying goods: the height of the goods load from the highest point of the road surface must not exceed 4.35 meters.
The width and length of loading and unloading on road vehicles are regulated as follows:
The width of the goods load allowed on road motor vehicles is the width of the vehicle's trunk according to the design stated in the vehicle's certificate of technical safety and environmental protection inspection.
The allowable freight length on road motor vehicles must not exceed 1.1 times the total length of the vehicle according to the design stated in the vehicle's certificate of technical safety and environmental protection inspection and must not exceed 20.0 meters.
In case of using a device shaped like a hoeshan (not a hoeshan) to store goods, when loading this device on a trailer, the trailer semi-trailer must not exceed the design length (recorded in the certificate of technical safety and environmental protection inspection) of the trailer or semi-trailer.
Passenger cars are not allowed to load goods or luggage that exceed the size of the vehicle's outer pack and are not allowed to load goods or luggage on the roof (except in cases where the design is certified by the registration agency) to ensure traffic safety.
