Raising awareness, responsibility and qualifications for trade union officials
According to the plan, in order to prevent and combat corruption, waste and negativity, the Trade Union organization will strengthen propaganda, dissemination and mobilization of cadres, union members, workers and civil servants to implement the law on preventing and combating corruption, waste and negativity.
In addition, trade unions at all levels preside over the coordination of propaganda, dissemination and mobilization of cadres, union members and workers to implement the Party's policies and the State's laws on preventing and combating corruption, negativity and waste; monitoring, detecting and denouncing acts of corruption, negativity, waste and harassment of cadres, civil servants and public employees. Recommend the effective implementation of the mechanism to protect, honor and reward collectives and individuals who actively prevent and combat corruption and negativity, and practice thrift and waste.
Trade unions at all levels integrate training and fostering content to raise awareness, responsibility and qualifications for union officials and union members about the Party's guidelines and policies, the State's policies and laws in preventing and combating corruption, negativity, practicing thrift and combating waste; proactively and actively participate in building and social criticism to contribute to perfecting policies and laws on preventing and combating corruption, practicing thrift and combating waste and negativity.
Overcoming loopholes that easily lead to corruption and waste
In the plan, the Vietnam General Confederation of Labor requires all levels in the trade union system to seriously and effectively implement Directive No. 27-CT/TW dated December 25, 2023 of the Politburo on strengthening the Party's leadership in practicing thrift and combating waste; Resolution No. 168/NQ-CP dated October 11, 2023 of the Government on promulgating the National Strategy on preventing and combating corruption and negativity until 2030; Regulation No. 191-QD/TW dated October 29, 2024 of the Politburo (term XIII) stipulates the functions, tasks, powers, working regimes, and working relationships of the Central Steering Committee on preventing and combating corruption, waste and negativity; Directive No. 18-CT/TW dated October 26, 2022 of the Central Party Committee on promoting the role and effectiveness of the Social Party Committee's supervision and social activities and the Party Committee's counter-political coordination.
The plan proposes solutions to review, amend and supplement regulations related to personnel work, management and use of trade union finance and assets, trade union economic activities to limit and overcome loopholes that easily lead to corruption and waste... Based on the practical situation and requirements of the drafting agencies, the Vietnam General Confederation of Labor can conduct social criticism of draft documents on other legal documents related to the legitimate and legal rights and interests of union members according to the provisions of the Trade Union Law and related documents.
The Vietnam General Confederation of Labor and the Standing Committees of trade unions at all levels have developed a plan to report to the Standing Committees of the Party Committee to organize regular and ad hoc supervision activities to prevent and combat corruption, waste and negativity; monitor sensitive cases and areas, areas prone to corruption, waste and negativity that cause harassment and inconvenience to people and businesses; study and review legal documents (monitor documents) related to the legitimate and legal rights and interests of union members and workers; supervise the implementation of regulations on publicity, transparency and reform of administrative procedures.
Proactively prevent, detect and promptly inspect when there are signs of violations, especially violations in the management and use of trade union finances and trade union personnel work; strictly implement the regulations of the State and the Vietnam General Confederation of Labor on disciplinary action and organize disciplinary action against collectives and individuals with corruption, waste, and negative behavior...
