That was one of the comments at the Workshop to evaluate the results of 10 years of implementing Decision No. 217-QD/TW dated December 12, 2013 of the Politburo (11th tenure) on supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations organized by the Vietnam General Confederation of Labor under the chairmanship of Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu.

Attending the event were Ms. Nguyen Thi Thu Hoai - Deputy Head of the Propaganda Department, Central Propaganda Department; Ms. Nguyen Quynh Lien - Member of the Presidium, Head of the Democracy - Social Supervision and Criticism Department, Central Committee of the Vietnam Fatherland Front; representatives of the Confederation of Labor of the Northern provinces and cities, Central Trade Unions and equivalent, Trade Unions of Corporations under the General Confederation of Labor, etc.
In his opening speech, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu emphasized that over the past 10 years, trade unions at all levels have done a good job of disseminating and propagating, organizing many monitoring and social criticism activities, contributing significantly to the performance of the task of representing, caring for and protecting the rights of workers, detecting shortcomings and proposing amendments to many policies and laws.

At the Workshop, delegates promoted democracy and intelligence to contribute opinions, clarify the achieved results, point out the shortcomings, limitations and causes, and from there propose solutions, effectively implement the work of supervision and social criticism in the context that the Trade Union has proposed a better institution than Decision 217 in the Draft Trade Union Law.
Reality shows that the Trade Unions at all levels have focused on implementing the dissemination quite synchronously and extensively; seriously organizing the study, dissemination and promulgation of many documents guiding the Trade Unions at all levels to participate in developing and signing coordination programs, developing and promulgating plans to implement supervision and social criticism on contents related to the functions and tasks of the Trade Union organization.
Contents of supervision and social criticism on areas related to union members and workers such as implementation of the Grassroots Democracy Regulations, wages, incomes, labor contracts, Collective Labor Agreements, occupational safety and hygiene, Social Insurance, Health Insurance, Unemployment Insurance; supervision of employers' implementation of periodic and ad hoc salary increases and implementation of regulations on adjusting regional minimum wages according to the provisions of law; supervision of the signing and implementation of labor contracts, implementation of Collective Labor Agreements, etc.

According to the report, after 10 years of implementation, the Trade Unions at all levels have issued 15,812 documents directing and guiding the Trade Unions to conduct social supervision and criticism. Trade Unions at all levels organized 39,725 propaganda and dissemination sessions on the content of Decision 217 with 1,905,999 participants, and organized 12,839 training courses on social supervision and criticism for 282,962 Trade Union officials...
