On July 23, according to Lao Dong's source, the People's Committee of Lang Son province has just issued Decision No. 53/2025/QD-UBND with Regulations on extra teaching and learning in the province.
The regulation applies to all organizations and individuals participating in or related to extra teaching and learning activities, including both inside and outside schools.
The regulation clearly states that tutoring activities in schools will use the state budget and other legal sources. The revenue and expenditure level must be approved by the University Council and included in the internal spending regulations.
For extracurricular teaching activities, the fee is agreed upon by the extracurricular institution with parents and students and must be made public before enrollment. extra-curricular teachers must also fully fulfill their tax and insurance obligations according to regulations.
The Department of Education and Training is the unit in charge of managing extra teaching activities, coordinating with the People's Committees at the commune level and relevant agencies in inspecting, examining and handling violations. At the same time, the department must arrange funding and publicize information to receive feedback from the people.
The Department of Finance is responsible for guiding the use of funds, inspecting revenues and expenditures; the Provincial Tax Department manages and propagates tax obligations to additional teaching institutions.
The People's Committee at the commune level is assigned to manage extra teaching activities in the area, handle violations or propose handling and allocating a budget to support extra teaching in schools for students with legitimate needs.
The heads of educational institutions and tutoring institutions must publicize the list of teachers, timetable, tuition fees, etc. Management staff and teachers must report if they participate in tutoring outside of school.
Students only participate in extra classes on a voluntary basis. If studying at school, there needs to be a registration with confirmation from parents (for underage students).
The regulation requires the organization of periodic and ad hoc inspections and checks of extra teaching activities. Organizations and individuals who violate will be handled according to the law; the head of the unit who allowed the violation to occur may also be held responsible.
