The Ministry of Home Affairs has just proposed that localities effectively manage and use the number of teachers and health workers assigned by competent authorities.

The Ministry of Home Affairs has just issued Document No. 2317/BNV-TCBC to the People's Committees of provinces and centrally run cities, proposing to carry out many tasks related to the management and use of civil servants working in the education and health sectors.

Accordingly, to meet the necessary requirements for arranging teachers and health workers to serve teaching and health care in the locality, the Ministry of Home Affairs proposes to effectively manage and use the number of teachers and health workers assigned by competent authorities in accordance with the provisions of law.

At the same time, it is also necessary to have reasonable decentralization between local governments at all levels, ensuring compliance with the goal of promoting decentralization, delegation of power and orientation to arrange administrative units and organize local governments at both levels.

The Ministry of Home Affairs also requires the development and implementation of a plan to recruit teachers in general schools, kindergartens and public employees working at medical facilities in the total number of staff assigned according to regulations, especially the number of teachers who have been supplemented in the period of 2022-2026.

The provinces must also reorganize public service units in the fields of education and health according to the instructions of the Steering Committee for the arrangement of administrative units at all levels and build a model of organizing local government at 2 levels in Official Dispatch 03/CV-BCD dated April 15, 2025.

For the education sector, the Ministry of Home Affairs recommends continuing to implement solutions to ensure teacher recruitment sources.

Notably, the Ministry recommends that localities need to review and transfer teachers from places with surplus to places with shortage, and at the same time study support policies for teachers subject to transfer, especially those working in remote areas, areas with difficult economic conditions, inconvenient transportation... and commit to receive them after the transfer period expires if teachers have a need.
