Industrial parks no longer meet environmental requirements
Bien Hoa 1 Industrial Park (Tran Bien Ward, Dong Nai) was established in 1963, the oldest industrial park in the country. After many years, the infrastructure has deteriorated, technology is outdated, no longer meets environmental requirements, and is located next to the Dong Nai River - the water source of millions of people.
Faced with this situation, Dong Nai decided to relocate the entire factory on an area of nearly 330 hectares to convert it into an urban - commercial - service area associated with environmental protection. The relocation policy was approved by the Government many years ago. The province has issued decisions, dialogues, supported businesses in finding new locations, arranged land funds in other industrial parks and implemented compensation and support policies according to regulations. To date, about 355 households have been relocated, many businesses have completed or are demolishing factories.
In Bien Hoa 1 Industrial Park, there are dozens of businesses subject to relocation. A representative of a business that had to relocate in Bien Hoa 1 Industrial Park shared that they were very in agreement with the policy of relocating Bien Hoa 1 Industrial Park. However, because the factory has a long history of operation in Bien Hoa 1 Industrial Park, about 350 workers working at the factory are mostly in their 40-50s, making it difficult to find a new job and also difficult to follow the company when relocating.
Up to now, the company has relocated 2/3 of its assets and the company has recommended extending the deadline, and at the same time requested additional support for relocation costs and support costs for unemployed workers.
Forming a political - administrative center along the Dong Nai River
According to the plan, Bien Hoa 1 Industrial Park after conversion will form 3 clusters of works, taking Dong Nai River as the main landscape axis, while ensuring the "green" and "open" factors throughout. In particular, the highlight is the Provincial Political - Administrative Center project with functional areas: Dong Nai Provincial Political - Administrative Center is the workplace of all Party agencies, authorities, organizations, departments, branches and sectors of the province; Conference - Exhibition Center is the place to organize large-scale and important conferences, seminars and exhibitions of the province; Central Square - Water Square is the place to organize political, cultural, sports events, parades, festivals, outdoor performances, and is also a space for community activities for people day and night.
To maximize the advantages of the industrial park after the transformation, the province has planned into clusters of works, and at the same time organized a competition to select architectural plans for the Provincial Political - Administrative Center to select quality, creative, highly symbolic designs, demonstrating the role of the province's political - administrative focal point; ensuring harmony between aesthetics and functions, compliance with the overall planning, architecture of the project as well as the landscape of the area.
The chosen option must be a synchronous, modern administrative center with its own identity, contributing to building the image of Dong Nai province to be dynamic, civilized and sustainable.
Mr. Ho Van Ha - Vice Chairman of Dong Nai Provincial People's Committee requested businesses to urgently relocate and hand over the site in September 2025. Converting the function of Bien Hoa 1 Industrial Park is a major policy of the province, also a long-standing desire of the people and requiring businesses to hand over the site on time - Mr. Ha emphasized.
The goal of the project is to convert the function of Bien Hoa Industrial Park 1 into an urban - commercial - service area and improve the environment to build a new civilized, modern - commercial urban area with sustainable development, creating a typical aesthetic appearance for the Dong Nai urban area. Improve the environment, limit water pollution of the Dong Nai river system, protect domestic water sources for millions of people in Dong Nai province and Ho Chi Minh City.
