The Government has just issued Resolution No. 52/NQ-CP dated March 18, 2025 approving the task of adjusting the national land use planning for the period 2021-2030, with a vision to 2050.
According to the resolution, adjusting national land use planning is implemented nationwide.
The Resolution clearly states that adjusting national land use planning in accordance with the new context and the viewpoints, policies and guidelines of the Central Executive Committee, the Politburo, the National Assembly, and the National Assembly Standing Committee, especially the breakthrough policies and guidelines on socio-economic development, perfecting the synchronous infrastructure system.
In which, developing science, technology, innovation and digital transformation associated with the arrangement of administrative units to forecast and determine land use needs.
Ensure the transitional handling in implementation and planning adjustment, avoiding creating gaps that cause difficulties in implementation.
Ensure the immediate and long-term effective land use needs of localities, sectors and fields; land use allocation must be appropriate and flexible in conjunction with the practical development requirements of the country, each region and each locality.
Ensure inter-regional and inter-provincial connectivity, organic connectivity between urban and rural areas, converting new rural areas to urban areas; linking infrastructure development with population planning, between industrialization and urbanization on the national level and in each region and locality.
Focus on synthesizing land use needs and balancing to determine land use indicators in the agricultural land group. Develop data to adjust national land use planning for the period 2021-2030, with a vision to 2050.
Report to competent authorities on major issues: Rice-growing land use index ensures food security goals; land use index of forest types, ensures coverage ratio, ecological requirements; The authority of the Government in the decision to adjust the national land use index has been approved.
Appraise and approve the adjustment of the national land use planning for the period 2021-2030, with a vision to 2050. Publicly announce the adjustment of national land use planning for the period 2021-2030, with a vision to 2050.
The Government assigns the Ministry of Agriculture and Environment to play the role of the investor in adjusting the national land use plan for the period 2021-2030, with a vision to 2050 according to a shortened order and procedure and take responsibility according to the provisions of current law.
Report on the situation of land management and use; current status, changes and results of land use plan implementation for the period 2021-2025; propose land use needs until 2030 and a list of key works and projects using land within the management scope.
The People's Committees of provinces and centrally run cities are responsible for coordinating with the Ministry of Agriculture and Environment in providing information, documents and data of localities related to the adjustment of national land use planning.
Report on the situation of land management and use; current status, changes and results of the implementation of the land use plan for the period 2021-2025; propose land use needs until 2030 and a list of key works and projects using land.
