The National Steering Committee for Civil Defense has just sent an official dispatch to the People's Committees of coastal provinces and cities from Quang Ninh to An Giang and ministries and sectors on proactively responding to tropical depressions that are likely to strengthen into storms and strong winds at sea.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, on the morning of August 31, 2026, the weakening low pressure area in the eastern sea of the Leizhou Peninsula (China) strengthened into a tropical depression (TD).
At 04:00 on August 31, 2026, the center of the TD was located at about 20.8 degrees North latitude; 110.6 degrees East longitude with the strongest wind level 6, gusting level 8; moving in the South-Southwest direction at a speed of about 10km/h. Forecast to 04:00 on September 1, the TD will move in the East-Southeast direction over the northwest sea area of the Northern East Sea and is likely to strengthen into a storm with wind level 8, gusting level 10.
On the day and night of August 31st, the Gulf of Tonkin will have strong winds of level 5-6, gusts of level 7-8; the sea area from southern Quang Tri to Ho Chi Minh City and the north of the South East Sea area will have strong southwest winds of level 5-6, gusts of level 7-8; the area of the North and Central East Sea will have strong winds of level 6-7, gusts of level 8-9; in addition, the sea area from Ca Mau to An Giang, the Gulf of Thailand will have scattered showers and thunderstorms, with a high possibility of tornadoes and strong gusts of level 7-8.
To proactively respond to tropical depressions that are likely to strengthen into storms and strong winds at sea, the National Steering Committee for Civil Defense proposes that the People's Committees of provinces and cities and ministries and sectors:
Closely monitor the developments of tropical depressions/storms and strong winds at sea; strictly manage vehicles going out to sea; organize counting, notify vehicle owners and captains of ships and boats operating at sea of the developments of tropical depressions/storms and strong winds at sea to proactively prevent, escape or not move into dangerous areas.
Dangerous TD zone in the next 24 hours: North of latitude 18.0 degrees North latitude, from 119.5 - 114.5 degrees East longitude (dangerous zone will be adjusted in forecast bulletins).
Closely monitor the operation of vehicles, especially tourist ships and boats operating in bays, coastal areas, and islands. Propagate and guide vehicle owners and captains of ships and boats to proactively implement measures to prevent and respond to thunderstorms, tornadoes, and strong winds that may occur, ensuring safety for people in case of incidents.
Be ready with forces and vehicles to deploy rescue and relief work when situations arise.
