On October 31, at Phu Quoc special zone, An Giang province, the Coast Guard Region 4 Command held a conference to hand over the responsibilities and tasks of the Region Command. Major General Le Dinh Cuong - Commander of the Vietnam Coast Guard chaired the Conference.
Previously, in Decision No. 2279/QD-TTg dated October 17, 2025, the Prime Minister appointed Major General Tran Van Luong - Commander of Coast Guard Region 4, Vietnam Coast Guard to hold the position of Deputy Commander and Chief of Staff of Vietnam Coast Guard; in Decision No. 435/QD-BQP dated October 27, 2025, the Minister of National Defense appointed Colonel Dao Ba Viet - Deputy Chief of Staff, Vietnam Coast Guard to hold the position of Commander of Vietnam Coast Guard Region 4, Vietnam Coast Guard.
The conference heard the representative of the Coast Guard Region 4 Command present a report, approved the handover minutes and comments. Major General Le Dinh Cuong - Commander of the Vietnam Coast Guard agreed with the handover contents. On behalf of the Standing Committee of the Party Committee and the Head of the Vietnam Coast Guard Command, Comrade Le Dinh Cuong acknowledged and commended the outstanding results and achievements that the Coast Guard Region 4 Command has achieved in the past time, in which the strong mark and important contributions of Major General Tran Van Luong in his position as the leader were highlighted.

Speaking at the assignment of tasks and concluding the Conference, the Commander of the Vietnam Coast Guard requested Major General Tran Van Luong in his new position, assignment, and position to continue to promote his political mettle, intelligence, capacity, and practical experience, together with the Standing Committee of the Party Committee and the Chief of the Vietnam Coast Guard to unite, lead, and direct the building of a "revolutionary, disciplined, elite, and modern" force, successfully completing all assigned tasks.
