More than a month (May 31) since the end of the use of non-specialized commune-level personnel (NHĐKCT), many people have been accepted to work at commune-level agencies and units, making important contributions to the operation of grassroots governments.
Many cases of commune-level NHĐKCT are also received and implemented labor contracts, prioritizing capable and experienced staff; others are arranged to work in villages and residential groups.
The reception of the NHĐKCT team is not only a humane policy but also a solution to effectively use human resources that have been trained through practice, in the context of building a 2-level local government.
According to the Ho Chi Minh City e-Portal, in the coming time, this locality is expected to receive 292 commune-level NHĐKCT to become civil servants at the Department of Health and the People's Committees of wards and communes; receive 652 NHĐKCT to become public employees at public non-business units under the People's Committees of wards and communes.
Up to now, Ho Chi Minh City has received 222 NHĐKCT to become civil servants, 220 NHĐKCT to become public employees. In addition, 72 wards and communes have brought 182 commune-level NHĐKCT to work in neighborhoods, hamlets, and villages.
In Hai Phong, the total number of commune-level banks continuing to extend new commune-level support activities from July 1, 2025 to before May 31, 2026 is 3,325 people.
According to the results of arranging, arranging, and resolving regimes and policies of the City People's Committee, 413 commune-level NHĐKCT will work in villages and residential groups after arrangement.
The number of cases of resignation from non-specialized positions at the commune level due to concurrent tenure and other cases of resignation from work that do not wish to enjoy policies according to Decree No. 154/2025/ND-CP of the Government on streamlining staff is 250 people.
There are 175 people who have been recruited and have labor contracts at the commune level. Some cases of commune-level banks are recruited as contract workers at specialized departments and public non-business units under the commune-level People's Committees.
For cases that continue to be assigned to work, the city prioritizes using a team with capacity, experience, and knowledge of the area to hold positions of non-specialized personnel, people participating in activities in villages, residential groups and other suitable positions, contributing to ensuring inheritance and stability in the operation of the political system at the grassroots level.
The rest are cases of resignation from work enjoying regimes and policies according to the provisions of Decree No. 154/2025/ND-CP.
In Gia Lai, the Provincial People's Committee has issued a decision approving the results of inspection and examination for receiving NHĐKCT into commune-level civil servants in 2026 and receiving 60 NHĐKCT into commune-level civil servants.
Chairmen of People's Committees of communes and wards are responsible for arranging, assigning work, ranking ranks, salary grades and implementing regimes and policies for NHĐKCT to be recruited as civil servants in specialized departments and equivalents under their local management according to regulations.
Previously, also in this locality, 175 commune-level NHĐKCT were admitted to become civil servants from July 1 after passing the examination on June 28. The locality has also resolved benefits for more than 4,100 people who quit their jobs.
The subject to be considered for admission is the commune-level NHĐKCT before July 1, 2025, which is being temporarily arranged to support the operation of the commune-level political system.
The recipient must meet the conditions according to the Law on Cadres and Civil Servants; have a suitable university degree, have 5 years of work at the university level, participate in compulsory social insurance and have been assessed as completing tasks well or better in the last 3 years.
