From July 1, the number of Vice Chairmen of People's Councils, Vice Chairmen of People's Committees, and deputy heads of affiliated agencies and units may be more than the prescribed number.

Authorized by the Prime Minister, Minister of Home Affairs Pham Thi Thanh Tra signed the Government's submission on the draft Law on Organization of Local Government (amended) to the National Assembly.

The draft law will be considered and approved by the National Assembly at the 9th Session (opened on May 5).

To ensure the operation of local governments when converting the model from 3 levels to 2 levels continuously and smoothly, the draft Law stipulates the implementation period from July 1, 2025.

At the same time, the People's Council, agencies under the People's Council, People's Committee, Chairman of the People's Committee, specialized agencies under the People's Committees of districts, towns under provinces and cities under centrally-run cities and towns shall cease to perform their tasks, powers and activities from July 1, except for the cases specified in Clause 6, Article 54 of this Law.

The draft Law also stipulates 8 transitional contents to ensure continuous and normal operations of new agencies, organizations and units when converting the 2-level local government organization model and promoting decentralization and delegation.

In particular, in order to promptly implement the organization of local governments at the provincial and commune levels according to the new model, the bill has stipulated the Government to promulgate legal documents under the jurisdiction to redistribute the tasks and powers of the local government and adjust other regulations related to the performance of tasks and powers of local governments.

This provision is aimed at unifying the application of the National Assembly's laws and resolutions, ordinances and resolutions and resolutions of the National Assembly Standing Committee and periodically reporting to the Standing Committee of the National Assembly; In case of related to laws and resolutions of the National Assembly, it will report to the National Assembly at the latest session.

From July 1, the draft Law stipulates that the Provincial People's Committee appoints the People's Committees at the commune level to inherit international agreements signed by the District People's Committee and by specialized agencies under the District People's Committee before that time.

Notably, the number of Vice Chairmen of People's Councils, Vice Chairmen of People's Committees, and deputy heads of affiliated agencies and units may be more than the prescribed number.
