The promulgation of this regulation aims to strengthen discipline, administrative discipline and improve the effectiveness of direction and administration in the entire government system.
Accordingly, all tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee (including Vice Chairmen) to departments, branches and localities must be fully and promptly updated on the Thanh Hoa Provincial nhiem vu monitoring software system at https://theodoinhiemvu.thanhhoa.gov.vn.
This system is directly connected to the Document and Work Record Management System, helping to monitor progress, quality and implementation results of administrative tasks on digital platforms.
According to the Regulations, the Provincial People's Committee Office is the focal agency, responsible for classifying, updating, monitoring and confirming the results of task implementation; at the same time urging, inspecting and evaluating the progress and quality of work of each agency, unit and locality.
Provincial departments, branches, sectors and People's Committees of communes and wards are responsible for proactively updating, reporting, and being responsible for the accuracy, completeness, and timeliness of information on the system.
The update deadline is also clearly regulated: For urgent, urgent documents, update immediately on the day of issuance; For regular documents, no more than 1 working day; For documents with many tasks, many focal points, no more than 2 working days.
In case of delay, incorrect update or incorrect requirements, the Provincial People's Committee Office will return the task, request to re-implement and consider it uncomplete for the responsible unit.
The results of the task will be published quarterly, every 6 months, and annually on the Provincial Electronic Information Portal and the monitoring system. This is also an important criterion for evaluating the level of task completion, evaluating emulation - reward or handling responsibilities. Agencies and individuals who do well will be rewarded; on the contrary, violations or delays will be considered and handled according to regulations.
The regulations also stipulate regular and surprise inspections through the Working Group of the Chairman of the Provincial People's Committee. The inspection results must be reported in writing, clearly stating the cause, responsibilities, and recommendations for handling measures to ensure the work is carried out on time and attain quality.
According to the Provincial People's Committee, the promulgation of this Regulation aims to convert the direction and management method from "mental - waiting - paper reporting" to "dispatching - updating - monitoring digitalization", helping leaders at all levels grasp work progress in real time, reduce information delays and improve transparency and personal responsibility.
The Chairman of Thanh Hoa Provincial People's Committee requested agencies, units and localities to seriously implement this, considering it an important tool to improve operational efficiency, strengthening people and businesses' confidence in a modern and transparent public administration.
