Driver's license test documents due to expiration

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 3, Article 16, Circular 12/2025/TT-BCA regulating the testing and issuance of driving licenses; granting and using international driving licenses (effective from March 1, 2025) stipulates the dossier requesting testing for driving licenses due to expiration of the license, loss of the driving license and expiration of the license of an individual submitted to the Traffic Police Department as follows:

a) Propose a driving test to issue a driver's license according to the provisions of Appendix I issued with this Circular;

b) Certified copy or electronic copy of the original or electronic copy issued from the original book of one of the following documents: temporary residence card, permanent residence card, diplomatic identity card, official identity card (for foreigners);

c) Military driving license issued by the Ministry of National Defense or confirmed by the issued agency in case of loss of driving license (for military driving licenses issued by the Ministry of National Defense);

d) The health certificate of the driver issued by a medical examination and treatment facility that meets the requirements prescribed by the law on medical examination and treatment is still valid;

dd) Copies of documents proving that they are no longer in service in the People's Army or People's Public Security (in the case of military driving licenses issued by the Ministry of National Defense or driving licenses in the People's Public Security).

Thus, from March 1, 2025, the application for a driver's license test due to expiration is regulated as above.
