According to the People's Committee of Ca Mau province, every year the Chairman of the People's Committee has issued a Program on practicing thrift and combating waste to specify the requirements, tasks, targets and implementation solutions; at the same time, issued many documents directing the strengthening of management and use of the budget, public assets, administrative reform, and organization and labor arrangement in state agencies... Agencies, units and localities have also made efforts to implement and achieved positive results. However, waste still occurs in many areas, causing many negative impacts on the socio-economic development of the locality.
Ca Mau Provincial People's Committee directed: In the recent article "Fighting waste", General Secretary To Lam pointed out that waste is still widespread, in many different forms, and has caused many serious consequences for socio-economic development, so it is necessary to resolutely fight waste, considering this an important and urgent task.
In that spirit, the Chairman of the People's Committee of Ca Mau province requested heads of agencies, units and localities to strengthen dissemination, propaganda and concretization of the content of the article "Fighting against waste" by General Secretary To Lam with specific solutions, suitable to the actual situation of each agency, unit and locality, and report the implementation results to the Department of Finance for synthesis and inclusion in the content of the report on practicing thrift and fighting waste in 2024 and the following years.
Resolutely against waste
The Chairman of the People's Committee of Ca Mau province requested heads of agencies, units and localities to strengthen the implementation of waste prevention and control in the management and use of public assets in the province; in which, for the management, arrangement and handling of public assets such as houses and land, the Department of Finance shall preside over and coordinate with the Department of Natural Resources and Environment, the Department of Construction and the People's Committees of districts, cities and relevant agencies and units to urgently review and develop plans to arrange and handle public assets such as houses and land in the province in accordance with regulations; on that basis, synthesize and advise competent authorities to consider and issue plans to sell public assets such as houses and land that are surplus and no longer in need of use.
For public assets such as houses and land that are not eligible for immediate sale, propose appropriate exploitation plans to prevent public assets such as houses and land from being abandoned, unused, or used for the wrong purpose, causing waste.
Review and determine information on land use planning and construction planning; proactively advise competent authorities to adjust the planning to meet the conditions for exploitation and auction according to regulations.Agencies, organizations, and units assigned by competent authorities to manage public assets such as houses and land are responsible for managing and using them effectively and for the right purposes; proactively review and coordinate with the Department of Finance to develop plans to arrange and handle public assets such as houses and land in accordance with regulations; proactively coordinate with relevant units to review, update, and adjust land use planning and construction planning to ensure a legal basis consistent with the plan for using public assets.
Agencies, organizations and units assigned to purchase, repair, liquidate and sell public assets must strictly comply with regulations on determining starting prices for auctions and bid package prices to ensure compliance with regulations and market prices.
The Department of Finance reviews and proposes the Chairman of the Provincial People's Committee to consider and handle the responsibilities of heads of agencies and units that are irresponsible in managing public assets, allowing assets to be severely damaged before proposing repair, maintenance, liquidation, and replacement.
Regarding the use of public assets for business purposes, leasing, joint ventures and associations, the Department of Finance is assigned to strengthen the inspection and supervision of the use of public assets for business purposes, leasing, joint ventures and associations of public service units to promptly detect violations, take corrective measures and strictly handle them according to regulations.
The Department of Planning and Investment shall preside over and coordinate with relevant units to review non-budgetary investment projects that have been allocated land or leased land by the State but are slow to implement compared to regulations, and propose to competent authorities to consider and revoke investment policies, as a basis for land recovery according to regulations, to avoid wasting land resources. At the same time, strengthen the supervision of the implementation progress and disbursement of projects using public investment capital to promptly put projects into use, promote investment efficiency, and contribute to socio-economic development.
The Provincial Inspectorate, the Department of Finance, and the People's Committees of districts and cities of Ca Mau shall strengthen the inspection, supervision, and monitoring of the management and use of public assets at agencies, organizations, and units under their management; promptly and strictly handle organizations and individuals who violate the management and use of public assets and lack responsibility in management, causing waste, according to relevant laws.
