Tran Van Thoi District People's Committee disbursed 54.2%; Department of Agriculture and Rural Development 51%; U Minh Ha National Park 45.7%; Dam Doi District People's Committee 44.3%; ODA - NGO Project Management Board 41.3%; Department of Construction 35%; Construction Project Management Board 14.9%.
According to Mr. Nguyen Duc Thanh, achieving the growth target of 7% or more as planned in 2024 is extremely difficult. Therefore, it is recommended that departments and branches review all results of their tasks to calculate correctly and fully, contributing to the overall growth rate. At the same time, it is necessary to be drastic in speeding up the disbursement of public investment capital. With the remaining capital, from now until the end of the year, an average of nearly 1,000 billion VND must be disbursed each month, which is 3 times higher than the average from the beginning of the year until now.
Notably, the Ca Mau Provincial Construction Project Management Board - the investor of the 1,200-bed General Hospital Project - will not be able to complete the project on schedule. According to the documents, the project implementation period is from 2020-2025 with a capital of 3,300 billion VND, but up to now, many packages are still in the bidding stage.

Typically, in 2020, the People's Committee of Ca Mau province agreed to approve the investment project to build the office building of the Ca Mau Provincial Party Committee. The project has an area of 3.29 hectares, a total investment of more than 362 billion VND, and an implementation period of 2021-2024. There are only 3 months left for the project to be completed and put into use, but the investor has only disbursed 118 billion VND. In 2024, the province allocated 125 billion VND in capital, but by August 20, 2024, the Provincial Construction Project Management Board disbursed 12.9 billion VND. Faced with this situation, Vice Chairman of the People's Committee of Ca Mau province Lam Van Bi suggested: "Focus on projects that are behind schedule, projects with volume but have not completed construction documents, projects with land clearance problems... to create a real change in the disbursement of public investment capital".
The Vice Chairman of the People's Committee of Ca Mau province commented that the progress of disbursement of public investment capital from now until the end of the year is still very large, and solutions are needed to create a breakthrough. Over the past years, up to this point, the province's disbursement progress has always been much higher than the national average, but this year it is lower than the national and regional average.
