Informing Lao Dong Newspaper on April 28, a representative of the Ministry of Construction said that the two expressways through Ha Tinh will be opened to traffic from April 28.

Reporting to the State Inspection Council on the work of accepting construction works (SIAC) on the afternoon of April 28, Mr. Dinh Cong Minh - Director of the Thang Long Project Management Board said that the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang expressways are a planned expressway project with a scale of 6 lanes.

During the phasing phase, there will be a scale of four lanes, a roadbed width of 17m, and an operating speed of 90km/h.

At the request of the investor, Bai Vot - Ham Nghi Expressway (including the main route of more than 35km), Ham Nghi - Vung Ang Expressway (including the main route of 54km), the works on the route will be inspected by the Acceptance Board for operation.

Some remaining construction items include the service road system, the route connecting from the intersection of Provincial Road 550 to Ngo Quyen Street in Ha Tinh City and the parallel road will be completed by the end of June 2025.

According to the Thang Long Project Management Board, up to this point, the investor has organized the construction of the project items in accordance with the approved design documents; basically has gathered complete project completion documents and organized the acceptance of construction items in accordance with the provisions of law.

Speaking at the meeting, Prof. Dr. Pham Huy Khang, Head of the expert group, said that through the inspections, the main routing items of the two projects were constructed according to the design. The quality management and acceptance work has been implemented in accordance with the regulations. The shortcomings in the construction process have been organized, clarified and overcome by the investor.

Mr. Hoang Hai, Director of the State Appraisal Department of Construction Quality, noted that the investor had completed the remaining work contents according to the plan. In addition, complete the roadside locations, organize periodic monitoring and tracking of subsidence.

"The investor coordinates with the exploitation management unit to strictly comply with the regulations on operation and maintenance of construction works to ensure traffic safety and life life as designed. Requires construction contractors are responsible for warranting works as prescribed by contracts and law provisions," Mr. Hoang Hai suggested.

On the side of the Vietnam Road Administration, Mr. Nguyen Thanh Hoai - Deputy Director noted that a number of contents related to traffic safety have been approved by the Vietnam Road Administration. In addition, some signs and directions have been added for the exit at the end of the route. Early selection of contractors to operate and exploit to meet requirements.

Deputy Minister of Construction Nguyen Tuong Van, Vice Chairman of the State Audit Council, concluded that the Council approved the acceptance results with conditions from the investor, putting the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang expressway sections into historical exploitation.

The Deputy Minister requested the investor, the participating entities to receive the opinions of the expert group and members of the SAV at the meeting. After organizing the completion of the construction of all remaining works items according to the design requirements, the investor reports to the Council for consideration and approval of the acceptance results of completion of the work as prescribed.

During the first period of putting the project into exploitation, the Deputy Minister noted the investor to organize monitoring on the route; Control traffic, vehicle load; Effective control of signs as well as the situation of traffic on the route to promptly adjust the traffic organization measures to ensure safe and smooth circulation.

"For the remaining collections and items that have not been accepted, we request that the investor and related parties continue to review, supplement and complete to ensure the quality of the project, serving the travel needs of people within the project scope", Deputy Minister Nguyen Tuong Van emphasized.

The Bai Vot - Ham Nghi Expressway, over 35km long, started construction on January 1, 2023 with a total investment of over VND7.6 trillion.

The project starts at Km479+117.18 in Duc Tho district (adjacent to the end of Dien Chau - Bai Vot project), ending at Km514+441.33 in Thach Ha district (adjacent to the beginning of Ham Nghi - Vung Ang project).

The Ham Nghi - Vung Ang Expressway project has a total investment of more than 9.7 trillion VND with a route length of more than 54km. The starting point of the project is at Km514+300 in Thach Ha district (adjacent to the end point of Bai Vot - Ham Nghi project), the end point is at Km568+496.07 in Ky Anh district (adjacent to the beginning point of Vung Ang - Bung project).
