More than 90% of businesses in the Industry and Trade sector with trade unions have signed collective labor agreements

The Vietnam Trade and Industry Union has promoted dialogue, collective bargaining, inspection, and supervision to protect the rights of workers.

Currently, the Vietnam Trade and Industry Union is managing and directing 14 corporation and general corporation trade unions and 489 grassroots trade unions directly under it with 140,185 union members/145,761 workers, of which 44,616 are female workers.

87.64% of businesses organize dialogues at work

According to Mr. Le An Hai - Member of the Standing Committee of the Vietnam General Confederation of Labour, Chairman of the Vietnam Industry and Trade Union, implementing Resolution No. 02-NQ/TW, dated June 12, 2021 of the Politburo on "Innovating the organization and operation of the Vietnam Trade Union in the new situation", in the period 2021-2025, the Vietnam Industry and Trade Union has actively participated in building and perfecting policies and laws to ensure the legitimate and lawful rights and interests of union members and workers (ĐV, NLĐ); developing diverse and effective activities to care for the material and spiritual life of ĐV, NLĐ.

In which, trade union levels in the industry have actively participated in draft amendments to the Trade Union Law, Labor Code, Social Insurance Law...; participated in building policies and laws on socio-economics, labor, employment, wages; state management documents of the Ministry of Industry and Trade.

Strengthen the implementation of training and raising awareness of trade union officials about the implementation of policies and laws to protect the rights and interests of union members and workers.

The coordination of implementing grassroots democracy regulations (QCDC) is concerned and directed by the Ministry of Industry and Trade. The Vietnam Industry and Trade Union and the Ministry of Industry and Trade have organized the signing of Coordination Regulation No. 40/QCPH-BCT-CĐCTVN dated February 7, 2024 on the implementation of grassroots QCDC.

Along with that, the Vietnam Trade and Industry Union concretized and disseminated to trade union levels Program No. 05/CTr-TLĐ dated September 6, 2025 of the Vietnam General Confederation of Labour on "Improving the effectiveness of collective dialogue and negotiation in the period 2023-2028".

According to records of the Vietnam Trade Union of Industry and Trade, periodic dialogues at the workplace are carried out through flexible forms, suitable to the conditions of each unit. 87.64% of businesses have organized dialogues at the workplace; 91.24% of units have QCDC. Grassroots trade unions in the business sector reach over 70% (of which dialogues from workshops, factories, and enterprises reach about 75%, of which nearly 10% are unexpected dialogues.

Nearly 400 collective labor agreements have been updated to the Collective Labor Agreement Library

The work of negotiating and signing collective labor agreements in the industry has been deployed synchronously and widely. As a result, over 90% of enterprises that have established grassroots trade unions have signed collective labor agreements (CLAs), with more than 70% of CLAs having more clauses that are more beneficial to employees than the provisions of law. To date, the Vietnam Trade Union has updated nearly 400 CLAs into the CLA Library.

The Vietnam Industry and Trade Union has also participated, coordinating with the VGCL, unions of units and the Belgian Metals Union (ABVV Metaal) to organize 12 training classes on negotiation and signing of collective labor agreements for trade union officials at all levels in the Industry.

Activities to participate in inspecting and supervising the implementation of policies and laws are focused on and implemented by the Vietnam Trade Union of Industry and Trade such as: guiding trade union levels to organize inspections and supervisions, focusing on issues related to the rights of employees; the signing of labor contracts, collective labor agreements, salary regimes, working hours, rest, social insurance contributions for employees, building and implementing labor regulations...

Coordinate inspection and supervision of 1,106 inspections on the compliance with labor law regulations at enterprises. Information and legal advice work is focused on.

The protection of legitimate and lawful rights and interests for union members and workers has been improved. Regularly propagate policies and regimes, update changes in the legal system; build legal advice bulletins and other documents related to the Labor Law, Occupational Safety and Health Law, Social Insurance Law, Health Insurance Law... for union members and workers; implement the consolidation of the Legal Consulting Office apparatus. Issue many guiding documents, directing trade union levels to strengthen Occupational Safety and Health work.
