Mr. Vu Anh Tuan - Vice Chairman of the Vietnam Health Union - said that through the summary of the Vietnam Health Union, union members and workers of the health sector proposed to amend and supplement some inadequacies in current legal documents that are no longer appropriate.
In which, many opinions said that currently, the implementation of the material allowance regime for workers working in conditions with dangerous and harmful factors according to Circular 24/2022/TT-BLDTBXH is regulated according to the principle: Employers must provide material allowances for employees to use for the purpose of allowance.
However, according to opinions, the nutritional needs and the ability to use nutritious foods of each worker are different, leading to items being provided not always being suitable.
In addition, the process of organizing bidding for procurement of facilities for training at many units faces many difficulties, especially for units that need to buy in small quantities, making bidding organization unfavorable, hindering the implementation of policies for workers.
Union members and workers of the health sector proposed that the Ministry of Health review, amend, and supplement regulations that are no longer appropriate related to ensuring occupational safety and health in the health sector; propose to increase the level of hazardous allowances and consider amending regulations in the direction of allowing payment of allowances in cash, creating conditions for workers to proactively purchase items suitable to actual needs, overcoming the situation that some units face difficulties in bidding, leading to not fully implementing the regime for workers.
Ms. P.T.L - a health worker in Bac Ninh province expressed her agreement with the proposal to allow payment of allowances in cash. "This will facilitate workers to buy items suitable for workers' conditions and take better care of their health," Ms. P.T.L shared.
In addition, Ms. P.T.L also agreed with raising the toxic allowance level to better care for workers.
Currently, Clause 1, Article 4 of Circular 24/2022/TT-BLDTBXH stipulates that material allowances are calculated according to daily norms and have monetary value according to the following allowance levels: Level 1: 13,000 VND; Level 2: 20,000 VND; Level 3: 26,000 VND; Level 4: 32,000 VND.
According to the circular, one of the principles of organizing physical training is: It is not allowed to be paid in money, not allowed to be paid in salary (including including it in the salary unit price) instead of physical training.
