Proposal to supplement specific targets on minimum income and employee benefits

From the practical work of caring for and representing more than 95,000 workers, including over 80,000 people working in the coal production sector and about 30,000 workers directly working in the mines of the Vietnam Coal and Mineral Industries Group (TKV), Ms. Nguyen Thi Minh, Vice President of the TKV Trade Union, contributed her opinions to the Draft Document to the 14th National Congress of the Party.

Gradually grasping the Party's policy, over the years, TKV Industrial Group and TKV Trade Union have concretized sustainable development goals with practical actions, focusing on caring for the material and spiritual life of workers. This is clearly demonstrated in the welfare work and the life of caring people, which is a characteristic of the mining industry.

These are organizing vehicles to pick up and drop off workers; arranging a spacious and clean collective housing area; investing in a shower, laundry, drying system, installing nasal hygiene equipment for miners, and implementing a periodic lung washing regime for workers working in the mines. Maintain a shift diet, supplement with food with reasonable nutritional menu. Every year, organize nursing, sightseeing, and vacations; take care of Tet with the motto "All workers have Tet", arrange shuttle buses to take workers home safely and thoughtfully...

Workers' lives are increasingly improved: Average income in 2024 will reach nearly 18 million VND/person/month, of which the underground sector will reach more than 20 million VND; labor protection, insurance, and welfare regimes are fully guaranteed.

Organize visits to sick workers, give gifts, and support workers in difficulty. Organize periodic health check-ups for employees; female employees and employees working in heavy and toxic jobs receive additional specialist check-ups and pre-cancer check-ups. TKV Trade Union also organizes for employees with 31% or more health loss and employees with health of type 4 and type 5 to go to nursing, support treatment, recover health...

From the practical activities of the Coal - Mineral industry, on behalf of TKV Trade Union, Ms. Minh gave some comments and proposals to the Draft Document. Ms. Minh stated: In the section on "Sustainable Social Development Management", it is necessary to more clearly emphasize the role of the working class and trade union organizations in modern social governance. The trade union is not only an organization that cares for and protects the rights of employees, but also a subject accompanying the State and businesses in building fair social development policies.

In the goal of "ensuring progress, social justice, social security, and human security", Ms. Minh proposed to add specific indicators on job quality, minimum income and employee welfare, especially in arduous and dangerous industries such as the mining industry. This is both valuable and valuable in both orientation and creating a basis for assessment in implementation.

The document should clarify the requirements for developing a modern and flexible labor market, in which it is recommended to emphasize retraining and career conversion for employees to adapt to green transformation, digital transformation and global economic fluctuations. It is necessary to mention more deeply the social dialogue mechanism - an important pillar in sustainable development. It is necessary to identify the tripartite periodic dialogue (state - Enterprise - Trade Union) as a mandatory mechanism to promptly resolve employment and income issues and improve working conditions.

In addition, in the context of rapid industrialization and automation, the Document should add content on ensuring labor safety and occupational health, considering this a mandatory criterion in sustainable development, associated with the right to work in a safe environment for employees.

Discussing the contents of the Draft Documents, the Vice Chairman of TKV Trade Union affirmed: New thinking in the Draft Documents of the 14th National Party Congress on sustainable, progressive, fair management of social development and caring for people's lives has opened up an important orientation for the entire Party, the entire people, the entire army and socio-political organizations, including the Trade Union organization, to continue to innovate activities, be more attached to employees, and properly implement the spirit of " Taking people as the center of development".

From the practice of the Coal - Mineral industry, TKV Trade Union affirms: When employees are fully cared for, have jobs guaranteed, are respected and developed comprehensively, that is the most solid foundation for the sustainable development of businesses, the industry and the country.
