Do not let people go hungry or have epidemics after floods

The Prime Minister requested the allocation of rice, dry food and supplies to households, not allowing people to go hungry or have outbreaks after floods.

Deputy Prime Minister Tran Hong Ha has just signed Official Dispatch No. 205/CD-TTg dated October 31, 2025 of the Prime Minister on urgently supporting localities in the Central region to overcome the consequences of floods.

The dispatch was sent to the Chairmen of the People's Committees of the provinces and cities: Quang Tri, Hue, Da Nang, Quang Ngai; Ministers of the Ministries of National Defense, Finance, Health, Agriculture and Environment.

Due to the influence of storm No. 12 combined with cold air and high-altitude easterly winds, a particularly heavy flood occurred in the Central region, causing heavy damage to people and property, many households were isolated and at risk of hunger after many days of flooding and traffic disruption.

To ensure people's lives, not to let people lack food, and promptly treat the environment after floods, the Prime Minister requested:

The Minister of Finance, according to his authority, handles and issues rice to relieve hunger to people in flood-affected areas as proposed by the People's Committee of Quang Ngai province and other localities; completes and reports to the Prime Minister on the implementation results by October 31, 2025.

The Ministry of National Defense directs Military Region IV, Military Region V and relevant agencies and units to immediately handle requests for dry salary support from localities (of which Quang Ngai province proposed to support 2 tons of dry salary); to be completed by October 31, 2025.

The Ministry of National Defense and the Ministry of Public Security direct the arrangement of means and forces to support localities in receiving, transporting, and distributing rice and dry food to people in need of relief.

The Minister of Health, according to his authority, directed the immediate handling of support for medicine and chemicals to treat water resources and the environment after floods (Chloramine B, Aquatabs,...) as requested by localities.

Of which, Quang Ngai province proposed to support 100 million medical drugs, 5 tons of ChloraminB, 50,000 Aquatabs; Hue city proposed to support 10 tons of CloraminB, 20 tons of Benkocid chemicals; complete by the latest and report to the Prime Minister on November 1, 2025.

The Minister of Agriculture and Environment promptly directs the handling according to authority of chemical support to treat water resources, environment, prevent and control diseases for livestock, poultry, ...; support crop and livestock varieties to restore production after floods (of which, Hue city proposed to support 2 tons of vegetable varieties, 5 tons of corn varieties; 50,000 doses of foot-and-mouth disease vaccine; 2 million doses of avian influenza vaccine).

Chairmen of the People's Committees of provinces and cities: Quang Tri, Hue, Da Nang, Quang Ngai coordinate with the Ministries to receive and allocate rice, dry food and supplies for transportation and export to households that are supported, not to let people go hungry, not to let epidemics break out after floods.
