In his opening speech, Politburo member and National Assembly Chairman Tran Thanh Man stated that the meeting is expected to last for two days and will carry out 12 contents, including reviewing and giving opinions on nine draft laws to be submitted to the National Assembly for consideration and approval at the second phase of the 8th Session of the 15th National Assembly and three other contents under its authority.
The 9 draft laws include: Law on Value Added Tax (amended); Law on amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army; Law on Electricity (amended); Law on Public Investment (amended); Law on amending and supplementing a number of articles of the Law on Health Insurance; Law on Notarization (amended); Law on Geology and Minerals; Law on Data; Law on amending and supplementing a number of articles of 7 laws.
At the same time, the National Assembly Standing Committee gave opinions on many other important contents such as considering and deciding on the arrangement of administrative units at district and commune levels in the 2023-2025 period of 12 provinces and cities including: An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh, Vinh Phuc.
Along with that, agencies are currently in the process of receiving and revising draft laws and draft resolutions.
Therefore, if there are complicated issues and many different opinions based on the request of the agency in charge of the review, the National Assembly Standing Committee can arrange to review these contents at the reserve time on November 19.
The National Assembly Chairman requested that National Assembly agencies continue to closely coordinate with Government agencies, promptly report to state the really necessary contents, issues requiring opinions so that the National Assembly Standing Committee can focus on discussion.

Therefore, it is recommended that the agencies in charge of the content clearly express their views and ensure that they are qualified to submit to the National Assembly for approval in the second round, as a basis for the National Assembly Standing Committee to consider and review.
According to National Assembly Chairman Tran Thanh Man, the 8th session of the National Assembly is two-thirds complete and is taking place as planned.
Thereby, innovating, promptly removing difficulties and obstacles, overcoming bottlenecks, unblocking resources, focusing highly on serving socio-economic development and improving people's lives.
The National Assembly Chairman emphasized several key points about the first session of the session. Accordingly, the spirit of General Secretary To Lam's speech at the opening session and the National Assembly Chairman's document on innovation in law-making were agreed upon and highly appreciated by National Assembly deputies.
In the comments of the delegates, the spirit of the law was expressed, only regulating issues under the authority of the National Assembly, not legalizing the contents of circulars and decrees; increasing decentralization, delegation of power, cutting down and simplifying administrative procedures.
At the same time, create favorable conditions and give the Government proactive and flexible authority in the process of organizing law implementation, linking law making and law enforcement to achieve the highest efficiency.
Therefore, many draft laws have significantly reduced articles and clauses. The draft Law on Public Investment reduces 9 articles; 1 Law amending 4 laws reduces 6 articles; the Law on Employment reduces 36 articles; the Law on Teachers reduces 21 articles.
