On September 2, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh met with Politburo member and Head of the Standing Committee of the National People's Congress of the People's Republic of China Trieu Lac Te.
In an atmosphere of friendship, sincerity and trust, the two sides discussed in depth measures to concretize high-level common perceptions, especially the historic results in the state visit to China by General Secretary To Lam (August 2024), phone calls between the two General Secretaries (1st of 2025) and the state visit to Vietnam by General Secretary and President Xi Jinping (May 4, 2025).
The two sides agreed that the Vietnam-China relationship has developed remarkably in recent times. Political trust is enhanced, high-level strategic exchanges are closely exchanged, cooperation mechanisms are increasingly comprehensive, substantial cooperation grows strongly, and the foundation of friendship is more firmly consolidated. In particular, cooperation between the National Assembly of Vietnam and the National People's Congress of China has become an important pillar.
Emphasizing the important role of the legislative bodies of the two countries, the Prime Minister hoped that Mr. Zhao Lize and the National People's Artist of China would closely coordinate with the National Assembly of Vietnam in building an open legal and policy corridor, facilitating the promotion of substantive cooperation, strengthening the urging and supervision of ministries, branches and localities of the two countries to effectively implement cooperation agreements, bringing practical benefits to the people of the two countries.
Accordingly, the Prime Minister suggested that the two sides regularly maintain and improve the effectiveness of the Intergovernmental Working Groups between the two countries; promote cooperation between key diplomatic, defense and police sectors; and strengthen closer multilateral coordination.
The Prime Minister hopes that the entire People's Government of China will support and encourage relevant agencies to continue to give top priority to railway cooperation, provide preferential loans, support human resource training and technology transfer to Vietnam, strive to start construction of the Lao Cai - Hanoi - Hai Phong route in 2025.
Prime Minister Pham Minh Chinh proposed that China expand its import of Vietnamese goods; increase capacity and output of electricity imports from China; accelerate the construction of smart border gates, soon identify a pilot model for building a cross-border Economic Cooperation Area; promote high-quality investment and monetary cooperation between the two countries; strive to make science, technology and education cooperation a new bright spot in bilateral cooperation.
Chairman Trieu Lac Te affirmed that China is ready to go deeper in substantive cooperation with Vietnam, further opening the market for high-quality goods from Vietnam; suggested that the two sides strengthen strategic connectivity, especially in terms of infrastructure and transportation, do a good job and firmly prepare to build railway lines connecting the two countries; agreed with Vietnam to urgently organize the first meeting of the Joint Stock Committee for Railway Cooperation between the two countries; encourage Chinese enterprises to expand high-quality investment in Vietnam.
