Water levels of hydroelectric reservoirs in the North on October 31

Hydropower reservoirs in the North are flexibly operated according to flood developments, ensuring safety for downstream areas.

As of 10:00 on October 31, 2025, according to an update from Vietnam Electricity Group, Hoa Binh Lake recorded upstream water levels at elevation of 116.56m; water flow to the lake reached 1,559m3/s; total discharge was 2,122m3/s.

Implementing the inter-reservoir operation process in the Red River basin, Hoa Binh Hydropower Plant closed a bottom spillway gate at 11:00 on October 22 to stabilize downstream flow. When closing a bottom spillway, the downstream water level will gradually decrease.

At Tuyen Quang Lake, by 9:00 a.m. on October 31, the upstream water level reached 119.34 m; the water flow to the lake reached 379 m3/s. Implementing the inter-reservoir operation process in the Red River basin, Tuyen Quang Hydropower Plant closed 1 bottom spillway gate of Tuyen Quang Hydropower Plant at 6:00 p.m. on October 24.

As of 10:00 on October 31, Son La Lake had an upstream water level of 214.92m; water flow to the lake was 540m3/s; total discharge was 1,096m3/s. Currently, the unit has closed all bottom spillways, only maintaining power generation through generators to regulate the flow downstream.

A similar situation occurred in Lai Chau Lake, where the upstream water level reached 294.7m; the water flow to the lake reached 1,032m3/s. Currently, Lai Chau Hydropower Plant has also closed all bottom spillways, only operating power generation.

At Thac Ba Lake, by 10:00 on October 31, the upstream water level reached 58.03m; the water flow to the lake reached 202m3/s, the total discharge was 269.53m3/s. Currently, Thac Ba Hydropower Plant maintains all floodgates closed.

Up to this point, all large hydroelectric reservoirs in the North have simultaneously closed, showing that the water source situation has stabilized, creating conditions to ensure safety downstream and maintain stable power production.

According to the National Center for Hydro-Meteorological Forecasting, cold air has affected most of the Northeast region, causing rain in many places in this area.

Weather forecast for today, October 31, in the North and North Central regions, the lowest temperature is 19-22°C, mountainous areas below 18°C; average temperature is 21-23°C, mountainous areas below 20°C.

Tonight, October 31, the North and North Central regions will have the lowest temperature of 18-21°C, mountainous areas below 17°C; average temperature of 21-23°C, mountainous areas below 20°C.

Due to the influence of the strengthening cold air combined with high-altitude easterly wind disturbances, the area from Nghe An to Hue City is likely to have moderate rain, heavy rain, locally very heavy rain and thunderstorms.

Other areas will have scattered showers and thunderstorms, locally heavy rain; Thanh Hoa, the area from South Quang Tri to Da Nang City will have rain, moderate rain, locally heavy to very heavy rain.
