In particular, regarding the construction and development of digital infrastructure, the Vietnam Social Security sector has been operating a centralized, modern information technology system, ensuring information security and network security. Vietnam Social Security is currently maintaining the operation of a centralized data center (main data center and backup and disaster recovery data center) and ensuring information security for 28 application systems serving operations, ensuring that 100% of the industry's operations are performed on application software; 100% of civil servants, public employees and employees of the industry are identified and granted digital signatures to serve the management and resolution of operational activities; 100% of the direction, operation and internal administration activities of Vietnam Social Security are performed on the Document Management and Operation System (Eoffice); 100% of documents exchanged between agencies are done in electronic form, digitally signed by specialized Government digital signatures; 100% of records are created, stored, and shared electronic data according to regulations. The Vietnam Social Security system also connects with more than 13,000 health insurance facilities nationwide to receive data requesting payment of health insurance medical examination and treatment costs; more than 621,000 units and businesses conduct electronic transactions with the Social Security agency.
The Vietnam Social Security sector has built and operated a national database on insurance with a scale of more than 98.5 million citizen information; connecting and sharing data with the national database on population and other national and specialized databases, ensuring that people do not have to declare multiple times when performing administrative procedures.
Regarding the implementation of online public services, Vietnam Social Security has promoted the restructuring of business processes to simplify the components of documents, shorten the processing time and provide online public services. The number of procedures, documents, forms, records, and implementation time are reduced to the maximum. All administrative procedures are provided on the industry's Public Service Portal and on the National Public Service Portal in an online form. Currently, Vietnam Social Security has issued a comprehensive list of online public services with 70 public services. The rate of online transaction records of Vietnam Social Security currently reaches over 80% of the total number of transaction records (each year there are over 80 million online transaction records out of a total of about 100 million records).
Along with that, the Vietnam Social Security sector has deployed the national electronic identification (VNeID) application in health insurance examination and treatment. Up to now, 100% of health insurance examination and treatment facilities have deployed this method with more than 120 million uses. Vietnam Social Security has also piloted the application of biometric technology in health insurance examination and treatment; deployed the application "VssID - Social Insurance Number" with nearly 36 million accounts, integrating many utilities into this application and performing online public services.
Vietnam Social Security has also made efforts to implement solutions to promote non-cash insurance payments. The rate of pensioners, social insurance benefits, and unemployment benefits (TCTN) through personal accounts is increasing, reaching about 78% in urban areas, exceeding 18% compared to the target assigned by the Prime Minister in Decision No. 1813/QD-TTg.
