On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 201-KL/TW of the Politburo and the Secretariat on the situation and results of the work of the Party Congresses under the Central Committee for the 2025-2030 term and a number of tasks in the coming time.
The conclusion stated: At the meeting on October 31, 2025, after listening to the Report of the Central Organizing Committee on summarizing the work of the Party Congress under the Central Committee for the 2025 - 2030 term (Report No. 520-BC/BTCTW, dated October 27, 2025), the Politburo and the Secretariat concluded as follows:
1. The Politburo and the Secretariat basically agreed with the Report summarizing the work of the Party Congress under the Central Committee for the 2025 - 2030 term submitted by the Central Organizing Committee. Commendation of Party committees and organizations directly under the Central Government, Party committees (especially the Central Organizing Committee, the Central Inspection Committee, the Central Party Office, etc.) for their efforts, efforts, and overcoming difficulties to advise and successfully organize the congress in accordance with the spirit of Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo.
2. Requesting Party committees and Party organizations directly under the Central Government to immediately deploy post-congress work and prepare well for the 14th National Party Congress, focusing on the following tasks:
(i) Urgently complete and promulgate working regulations, full-term working programs, action programs to implement the congress resolution; perfect and assign members of the executive committee, standing committee, deputy secretary, secretary and perfect the leadership positions of the People's Council, People's Committee, departments and branches according to personnel plans, ensure democracy, objectivity, and compliance with procedures, create consensus and promote the spirit of solidarity, innovation, creativity, promote emulation movements, create new momentum and confidence in organizing actions; at the same time, thoroughly grasp and implement to the grassroots level, immediately put the congress resolution into life, and in the immediate future focus on achieving and exceeding the tasks set for 2025.
(ii) Synchronously perfecting institutions related to functions, tasks, powers, and organizational structure of agencies, units, and organizations in the political system for rapid and sustainable development of the country. Promote decentralization and delegation of power associated with administrative procedure reform to ensure efficiency and suitability with local government at both levels. Strictly implement new regulations on personnel work, especially the work of evaluating cadres to ensure democracy, publicity, impartiality, and objectivity in a consistent, continuous, multi-dimensional direction, with criteria associated with effectiveness and results of task performance, through specific products.
(iii) Continue to implement the policy of arranging 100% of the positions of chairman of the People's Committee, chairman of the inspection committee, and chief inspector of a province who is not a local resident, to be completed before December 15, 2025.
(iv) Strengthen propaganda and public orientation; protect internal politics, protect state secrets; protect the Party's ideological foundation, fight to neutralize plots, tricks, and activities against the Party and State; refute erroneous views, distorted information, bad and toxic information, especially on cyberspace related to congress preparation; strictly handle violations.
(v) Focus on preparing well for the organization of the 14th National Party Congress. The Standing Committees of the Subcommittees study and receive comments from Party congresses at all levels; opinions from National Assembly deputies and people of all walks of life, intellectuals, scientists... to complete the Draft Document to submit to the 15th Central Conference. Continue to prepare personnel and necessary conditions to successfully organize the 14th National Party Congress.
(vi) Organize a summary of work in 2025 and deploy tasks in 2026. Prepare well for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term.
