Deputy Prime Minister Ho Duc Phoc - Head of the Central Steering Committee on reforming salary, social insurance and preferential treatment for meritorious people - has just signed Decision No. 109/QD-BCDCCTLBHXH to promulgate the Working Regulations of this Steering Committee.
This Regulation stipulates the working principles, tasks, powers and working regimes of the Central Steering Committee on reforming salary policies, social insurance and incentives for meritorious people (Steering Committee).
The regulations clearly state that the Steering Committee operates according to the principle of democratic centralism, promoting the responsibility of the head and promoting the collective intelligence of members; ensuring the requirement of close and unified coordination in directing, operating and exchanging information to resolve work according to the functions, tasks and powers of member agencies as prescribed by law.
The members of the Steering Committee shall uphold personal responsibility in the activities of the Steering Committee and in performing assigned tasks and powers; handle work in accordance with assigned authority and responsibilities, in accordance with the procedures and order prescribed by law and the provisions of this regulation.
The members of the Steering Committee are responsible for fully participating in the activities of the Steering Committee; performing and being responsible to the Head of the Steering Committee for the assigned tasks.
The regulations stipulate that the Head of the Steering Committee leads, directs, and operates all activities of the Steering Committee; assigns specific tasks to each member of the Steering Committee; convene and chair regular, ad hoc meetings and conferences of the Steering Committee. Responsible to the Prime Minister for the activities of the Steering Committee.
Head of the Steering Committee to issue a plan to research and implement salary, social insurance and preferential allowance policies for meritorious people; issue operating regulations of the Steering Committee.
The Steering Committee works under a collective regime through meetings convene by the Head or Deputy Heads of the Committee, collective discussions and according to the conclusion of the Head of the Committee on the content of implementing tasks of reforming salary policies, social insurance and incentives for meritorious people. The conclusions of the Heads of the Committees at the meetings are presented in the form of notices from the Government Office.
The members of the Steering Committee are assigned to preside over the tasks assigned by the Prime Minister and the Head of the Steering Committee to develop a research plan, register the submission time and report the progress to the Standing Deputy Head of the Committee for synthesis and reporting to the Steering Committee for consideration and decision.
Ministries and agencies, according to their functions, are assigned to develop legal documents to implement the contents of reforming salary and social insurance policies and incentives for meritorious people with the responsibility to report and seek opinions from the Steering Committee on these documents before submitting them to the Government and the Prime Minister for promulgation.
